Val played a central role in the City Creek Center, the Winter Olympic Games of 2002, Curacao International Airport, Summer Olympic Games of 2008, and King Abdullah Economic City.

A major inner city development covering twenty acres in the heart of downtown Salt Lake City including 2.5 million GSF underground parking; four LEED Gold residential condominium towers totaling 900,000 GSF; one new and three renovated office buildings; a full-service grocery store; and retail spaces totaling 800,000 GSF including two anchor stores; and extensive waterscapes and landscapes. The Project was awarded LEED Neighborhood Development Silver Certification and received awards from the American Concrete Institute and Associated General Contractors for outstanding projects delivered in 2010 and 2011.
Manage an Owner’s team, delivering program management services to supervise design and construction teams to delivery Block 76 and related infrastructure. Utilizing two Master Architect’s with selected local AE’s and regional contractors, our B76 project team delivered twenty-four design packages and eleven constructed projects to rebuild downtown Salt Lake City.
Activities included tenant relocation from existing facilities, demolition, excavation, shoring, and utilities for new facilities. Design and construction delivery for 2.5 million GSF of sublevel parking structures; three LEED Gold condominium towers with 272 units totaling 700,000 GSF; five levels of commercial buildings with 111 rental units, approx. 500,000 GSF retail space covering ten acres of the project and incorporating a unique system of retractable street skylights along with significant landscape features. Our teams also delivered sewer, power, communications and transportation services to the overall development. Liaison with the City of Salt Lake City, Utah Transit Authority (UTA), and Rocky Mountain Power for utilities and transportation packages including integration with UTA light rail installations.
Curacao International Airport Project • Val Fagre, Project Manager • Bechtel Civil Corporation
Master planning, program development, airport city planning, design and construction of a new airport terminal, roads, parking lots, apron parking, substation, general aviation facilities and renovation and integration of existing facilities for a national airport facility in support of a public-private partnership (P3) for the 30-year concession and operation of Hato International Airport.
The new terminal development program was planned and designed for construction in two phases to accommodate aviation demand forecasts over the concession period. At the outset of design, sustainable development goals and objectives were established to qualify the new Curacao Airport Project as the first international airport to be LEED accredited.
Managed a project team to provide owner business development support, cost evaluations, schedules and program development for the transfer of national airport facilities to public private partnership under a thirty-year operating agreement. Developed demolition packages, existing terminal renovation packages, new airport terminal designs, value engineering studies, designs for approach roads, parking lots, apron parking, hydrant fueling systems, and general aviation facilities, utilizing US and local designers and engineers. Worked with the National Renewable Energy Laboratory (NREL) in Golden, CO, USA to develop and evaluate roofing design, shading plans and energy efficient designs to incorporate into the new terminal program. Developed designs to harvest daylight, utilize Caribbean natural flow-through ventilation, supplemented by the first use of industrial air movers in a terminal building, and incorporated grey water and rainwater capturing systems to conserve scarce local water supplies. Negotiated procurement and construction contracts with local, regional, and international suppliers and contractors to deliver the project as planned.
Winter Olympic Games of 2002 • Val Fagre- Venues Development Manager • Wasatch Mountain Venues • Salt Lake Organizing Committee (SLOC)
Winter Olympic facilities design and development of complex venues plans and structures, including stadiums, sports facilities, parking lots, roads, athlete technical centers, operation centers and media broadcast facilities. Olympic venues developed included two legacy facilities, Utah Olympic Park and Soldier Hollow Park, venues that now serve as permanent athlete training facilities. Temporary games fit-out included stadium structures with total 44,000 seats and support facilities for all Wasatch mountain venues for 2002 Winter Olympic Games skiing, snowboard, sliding track, ski jump, cross-country and biathlon competitions.
Responsible for five venues development teams to plan and deliver venue site design, engineering, procurement, construction and operations interface for the events. Received ‘Order of Excellence’ award from Salt Lake Organizing Committee for delivery of projects for the Salt Lake Winter Olympic Games of 2002.
Venues Development and Financing Plan, Summer Olympic Games of 2008 • Val Fagre- Project Manager • Bechtel Civil Corporation
Lead the Bechtel Civil infrastructure team; in cooperation with a Bechtel Enterprises finance development team, for development of a Venue Packaging Plan for acquisition of private financing for eleven projects including key Olympic facilities and commercial development of an inner city neighborhood. Preparation of the development master plan and schedule aligned with budgets for the Olympic Green facilities, commercial neighborhood development and associated transportation infrastructure projects. Deliverables included program-financing requirements, with venue packaging and development options.
Led a venues development team to deliver the Beijing Venue Packaging Plan to recommend and attract private financing for key Olympic and commercial facilities including the Olympic stadium, swim center, athlete village and associated neighborhood commercial developments. Developed the Master Schedule for Olympic Green design and construction, in cooperation with Chinese government engineering departments, including transportation projects for light rail, roads and bridges.
